How to file your appeal — 4 mail-in steps
Your packet is already a complete BOE submission — pre-filled petition, cover letter, evidence report, hearing prep, and a printable checklist. Print it once, sign two pages, and put it in the mail. That's the whole job.
What's in your packet PDF
- 1Filing checklist — Loose top sheet. Tick each box with a pen as you go.
- 2Cover letter — Formal letter to the Board, dated, with a signature block at the bottom.
- 3BOE petition (pre-filled) — King County's official petition form with all your data already typed in. Sign the bottom.
- 4Valuation evidence report — Full comparable-sales analysis, adjustment grid, methodology, and legal citations.
- 5Hearing preparation notes — What to lead with at the hearing, common Assessor objections + responses, what to avoid.
Before you start, make sure you have:
- ✓The packet PDF from our email (one attachment, 10–14 pages).
- ✓Access to a printer (any printer — black-and-white is fine).
- ✓About $5 in your wallet for Certified Mail postage at any USPS counter.
Total time: about 15 minutes including a walk to a USPS box.
Print the packet PDF
Open the attachment from our email and print it single-sided. About 10–14 pages total: checklist, cover letter, petition, evidence report, hearing prep. Don't staple yet — the checklist stays loose.
Sign the petition and cover letter
Two signature blocks in the packet: the bottom of the BOE petition (the third document) and the bottom of the cover letter (the second document). Black or blue ink. Add today's date next to each signature.
Address an envelope
Use a standard #10 business envelope or any 9×12 manila envelope. The mailing address is:
Put your own return address in the top-left corner. The Board mails the hearing notice back to that address, so make sure it's accurate.
Mail it — Certified Mail with Return Receipt
Take the envelope to any USPS counter (or any blue USPS box that accepts Certified Mail). Ask for Certified Mail with Return Receipt — $4.75 total in 2026. Keep the green receipt. The postmark date on it is your legal proof you met the deadline.
What happens after you mail it
Within 7–14 days you'll get a green return-receipt card back in the mail (proof the Board signed for it). Within 30–45 days the Board mails a hearing date. Most hearings are 15–30 minutes by phone — your hearing-prep notes cover what to say.
In about half of cases with solid comp evidence, the Assessor's office reviews the packet and offers a 'stipulated reduction' — a settlement without a hearing. You'll receive this in writing first. Compare to the value you petitioned for: if within 5–10%, accept it; otherwise, decline politely and proceed to the hearing as scheduled.
If something goes wrong

- You can't get to a USPS counter before the deadline: Hand-delivery to 516 Third Ave, Room 1222 (downtown Seattle, ~6 blocks north of Pioneer Square station) is also accepted, weekdays 8:30am–4:30pm. The hand-delivery date governs in that case.
- Missing or damaged page in your packet: Re-download the packet PDF from the email we sent — it's the only attachment. If it's lost, email support@kingcountypropertytaxappeal.com with your PIN and we'll re-send.
